Do home inspectors need a licence in Ontario?

Not yet. Ontario passed the Home Inspection Act, 2017, which would require inspectors to be licensed, but as of October 2026 it has not been proclaimed into force, so there is still no mandatory provincial licence. That means you should check an inspector's training, certification, standards of practice and sample report yourself.

Where the law stands

In 2017 Ontario passed the Home Inspection Act, 2017 as part of Bill 59, the Putting Consumers First Act. Once in force, it would create mandatory licensing for home inspectors and home inspection businesses, with rules on conduct, contracts and reports. The Condominium Management Regulatory Authority of Ontario (CMRAO) announced it would develop that licensing program together with the ministry.

However, an Act only takes effect when the government proclaims it into force, and that has not happened. As of our latest check in October 2026, legal and industry sources still describe the Act as passed but never proclaimed. In practice, anyone in Ontario can call themselves a home inspector today.

Please double-check. Laws can change. Before relying on this, look up the Act on Ontario's e-Laws site or ask your real estate lawyer. This is general information, not legal advice.

What does exist in Ontario

  • Private associations and certifications. Groups such as InterNACHI set standards of practice, a code of ethics, training and exams. I am an InterNACHI Certified Professional Inspector (CPI).
  • The RHI designation. A private Ontario statute from 1994 gives the Ontario Association of Home Inspectors (OAHI) the exclusive right to grant the "Registered Home Inspector" (RHI) title to its qualified members. It is a protected designation, not a provincial licence to practise.
  • Other provinces. British Columbia and Alberta do license home inspectors, which is why Ontario buyers who moved from there are sometimes surprised.

How to choose a good inspector: what to ask

Since there is no licence to check, these questions do the job. A good inspector will answer all of them without hesitation.

  1. Which standards of practice do you follow? You want a published standard (like InterNACHI's) so you know exactly what is and isn't covered.
  2. What certification and training do you have? Ask which association, and whether the credential is current.
  3. What is your background in houses? Construction experience helps. I have worked as a residential carpenter in the GTA since 2009 and ran my own renovation, deck and framing company from 2012 to 2026, so I know how homes here are built and where shortcuts hide.
  4. Can I see a sample report? Look for photos, clear language and recommendations you can act on, not just checkboxes.
  5. When will I get the report? With a short conditional period, a same-day report matters.
  6. Can I attend and ask questions? A walk-through at the end is a good sign.
  7. What is the price, and what's included? Flat, published prices avoid surprises. See the cost guide.
  8. Do you carry insurance, and what does your contract say? Read the inspection agreement before the inspection, including any limits on liability, and ask your lawyer if anything is unclear.

Red flags

  • No written agreement or no named standard of practice
  • Offers to do the repairs they find (a conflict of interest)
  • Rushed inspections of an entire house in under an hour
  • Reports with no photos, delivered days later
